Thursday last week , the Delta State House of Assembly complex was full to
capacity when Governor Ifeanyi Arthur Okowa drove in with his full
paraphernalia of government to present a budget proposal of N271 billion
for the 2017 fiscal year to the legislators for necessary legislative
scrutiny and passage.
